If the prisoner shall be surrendered to the Romanian authorities on Henri
Coanda Airport-Bucharest, he shall be initially placed in the Rahova
Penitentiary in order to be subject to the quarantine period for a period of 21 days
in a room that will ensure him a personal space of minimum 3 m2.

Having regard to the length of the sentence, this will most likely serve the
custodial sentence initially in the closed regime. Furthermore, having regard to his
domicile, this will most likely serve the sentence, for the start, in the Slobozia
Penitentiary.

With regard to the prospect of implementation of the measures included in
the Action Plan for the period 2020-2025 developed with a view to implementing
the Rezmives and others v. Romania pilot judgment, as well as the judgments
rendered in the Bragadireanu v. Romania group of cases and the number of
inmates in the custody of the National Administration of Penitentiaries, as a result of
the penal policies adopted by the Romanian state, The National Administration of
Penitentiaries guarantees that, during the whole period of execution of the sentence,
including the bed and the related furniture, without including the space for the
sanitary unit, the prisoner will benefit from a minimum individual space, as follows:
- 3 square metres during the period of quarantine and observation;
- 3 square metres during pre-trial detention;
- 3 square metres during maximum security regime;
- 3 square metres when serving the sentence in closed regime;
- 3 square metres when serving the sentence in semi-closed regime;
- 4 square metres when serving the sentence in open regime.”
