De Letse autoriteiten hebben bij aanvullende informatie van 21 juni 2024 in een andere zaak die aanhangig was bij deze rechtbank onder meer het volgende medegedeeld op de door de officier van justitie gestelde vragen:

The Department informs that the security of the prisoners is ensured through regular inspections and monitoring. Prison staff are trained in conflict resolution and violence prevention. CCTV systems are also used to prevent any violence or other incidents.
In case of serious endangerment the prisoner may be isolated from the “source” of endangerment, for example, by relocating to another cell or unit, by relocating to another block, by relocating to another prison. If the first three relocation options are not possible or are inefficient (inexpedient), then the officials of prison may conduct the reinforced supervision (monitoring) of the cell or unit where prisoner is deployed into. In addition, the prisoner, who is endangered, may at any time within 24 hours apply to the officials conducting the supervision. It shall be noted that any case in prisons is evaluated individually for choosing the most appropriate protective measures for all prisoner.
The Department notes that likewise in the freedom it is not possible to deploy one police officer to each human being, who would safeguard the health and life of a person, also in prisons it is not possible to ensure the uninterrupted attaching of prison’s official to any individual prisoner for ongoing supervision. Nevertheless, the administration and officials of prison are flexible and are trying to find the most appropriate solutions in each case of the specific endangerment, violence or other degrading situations which prisoners may be exposed to.

The Chief of the Department and the remanding commission upon deciding on placing of prisoners shall take into account only those factors which are provided for by the legal acts, any other factors (for example, the self-declared laws of prisoners) shall not be taken into account.
At the same time, it should be noted that an uninterrupted 24-hour supervision system is ensured which includes video surveillance and regular staff inspections. If any violence or humiliating treatment risks are detected, a prisoner is immediately removed to another cell. The prison officials perform regular inspections of the prisoner cells, thus systemically controlling and supervising the prisoners (for example, behavior, traumas, atmosphere in the cell), as well as in case of existent endangerment prisoners may apply to the official and request the assistance or protection.
In prisons of the Republic of Latvia, prisoners are uninterruptedly monitored, thereby every prisoner at any time may apply to the prison official.

It is significant to emphasize that a prisoner who needs assistance at any time during 24 hours, may apply to any official of the prisoner who at that moment is performing the job responsibilities in prison, in turn, the official, when taking into consideration the stated circumstances, will act according to the situation in order to ensure immediate protection of the prisoner or to prevent endangerment to his health or life.

When it is established that a criminal offense has occurred and it has obvious consequences, as well as in cases where it is necessary to use the means and methods of the criminal proceedings to reveal information about the commission of a criminal offense, criminal proceedings are immediately initiated.
The Department notes that it in any way does not support or facilitate the mutual hierarchy of prisoners, it is solely the following of sub-cultural traditions of prisoners themselves, thereby the Department does not have any information about informal leaders in prisons.

The Department informs that unequal categories of convicted persons have been created by the convicts themselves, not by the prison administration or the Department, while in case of danger to the life and health of the convicted person, the person should contact the Chief of the prison, and it is also possible to address the Department. The prison administration is obliged to act actively in the event that there is a real threat to the life or health of the prisoner or there are sufficient grounds to believe that such a threat may exist.
It should be additionally noted that the Department uses all possible resources to eliminate the informal hierarchy as much as possible:
