[1] The laws and regulations of the Republic of Latvia provide that in the prisons all prisoners shall be provided with supervision (isolation if necessary), thereby promoting a sense of security among prisoners. To prevent security risks, prison officials continuously ensure the supervision and security of prisoners (including also of the prison itself).
[2], [3] In matters regarding the placement of prisoners in a cell, the laws and regulations of the Republic of Latvia provide that the placement of prisoners in a specific place of imprisonment shall be determined by Head of the Department of Imprisonment Institutions, taking into account a number of factors (for example, taking into account medical, security and crime prevention criteria, as well as (where it is possible) personal characteristics and psychological compatibility (including restrictions imposed by a person directing the proceedings).
It should also be noted that the prisoners' allocation commission, set up by the order of chief of prison, determines to which ward, unit, and cell of the prison a prisoner shall be allocated. And in this case, the commission members take into account a number of factors specified by laws and regulations, such as free places in cells, psychological compatibility of prisoners, their health condition, attitude towards smoking, previous criminal experience. Namely, the competence of the prisoners' allocation commission includes making a decision on the placement of prisoners in cell, and the commission can place a prisoner either in a single occupancy cell or in a multiple-occupancy cell intended for several persons, taking into account the factors identified (including risks and security considerations).
Head of the Department of Imprisonment Institutions and prisoners' allocation commission do not take into account the self-proclaimed laws of prisoners when deciding on the allocation of prisoners.
[4], [5] The prisoners are under constant supervision in the prisons of the Republic of Latvia therefore any prisoner can contact a prison official at any time they need (including also in case of a threat to their health or life). A prisoner can use daily numerical checks to appeal to a prison official, a prisoner can press a call button located in the cell, a prison can knock on the cell door, thereby drawing attention of prison officials, a prisoner can apply for a conversation with the chief of prison or their deputy, can apply fora conversation (visit) with an official of any prison department (for example, Security, Supervision, Re-socialisation). It should be noted that daily in prisons, the officials of Supervision Department regularly carry out internal regime regulation measures, during which they are often present in places visible and accessible to prisoners (carrying out prison inspection rounds, taking prisoners to various events (telephone conversations, meetings, walks, shower visits, sports activities, visits to an educational institution, etc.)). Summarising, in prisons, officials from different prison departments perform their duties and prisoners have the option to choose an official to turn to, while the official, taking into account the established circumstances, will act according to the situation to ensure the protection of the prisoner or to prevent a threat to their health or life. In case of threat a person shall be immediately relocated to another cell (ward), but if this threat is very serious, then such person may also be relocated to another prison. If necessary, a person shall be placed in a single-occupancy cell.
[6] At the present time there are no ongoing renovation works in prisons. In 2023, the reconstruction of the prisoners housing building of Valmiera Prison was completed. The building is being prepared for occupation. The building has undergone a capital renovation, preserving its existing use - all partitions and floors have been demolished and rebuilt, window openings have been partially rebuilt, in order to ensure a ratio of glazing of residential premises to floor area at least 1:8. The building has been equipped with a carrying device (lift) to ensure environmental accessibility and food delivery to all the floors. The living premises are equipped with a mechanical air exchange system and heated floors where prisoners are staying, lit with fluorescent bulbs. The windows in the living premises are fixed, vandal-proof, with window leaves for natural ventilation, all fitted with external security bars. A maximum of two people is expected to stay in each of the living premises. In Valmiera Prison there are also specially equipped living premises and a sanitary unit for people with special needs - with wider one storey beds, with a table that can be used by three people in wheelchairs, handles are installed along the wall in the sanitary unit, there is an adjustable shower rod, a pull-down handle next to the toilet, a special toilet and a sink. There are premises designed to provide the employment of prisoners and for their vocational training within the framework of the implemented educational programme.
Moreover, the construction of a new Liepaja Prison is ongoing now. Liepaja Prison will give accommodation to 1200 prisoners. This new prison will provide a new approach to the organisation of imprisonment and its execution, a wide range of opportunities for prisoner re socialisation, a large employment center with work opportunities for prisoners, as well as a place for training prisoners. The whole complex will comprise six different buildings.
Currently, the construction works in all six buildings of the complex are in various stages. The construction of the new prison is expected to be completed by the end of 2025. At the same time, prison staff of all the prisons is involved in small repair work in living premises and their equipment lasting from a few hours to a few days. The above-mentioned repair work is mostly related to the cosmetic repair of living premises and sanitary facilities and the replacement of equipment to improve the living conditions of prisoners. Prison renovation works can be an important part of improving the prison environment and providing more humane living conditions, but although renovation by itself cannot guarantee humane living conditions, it can be a very important step towards a more humane and safe prison environment.
