The main building of the Prison of Burgas/Zatvor Burgas has a capacity of 300 places, and it currently accommodates 280 people deprived of freedom. Debelt Prison Hostel closed type) (ZO Debelt) at the Prison of Burgas/Zatvor Burgas has one two-storey and two three-storey residential buildings, in which there are 90 dormitories with a capacity for 370 people deprived of freedom. At the moment there are 265 persons deprived of their liberty. In addition, Debelt 1 open-type Prison Hostel is located in a separate residential floor with a capacity of 85 places, and it currently accommodates 72 people deprived of freedom.
The premises meet the European minimum requirements for prisons, such as size, area, and conditions for serving the sentence of deprivation of freedom. There are self-detached individual sanitary facilities with a toilet, and there is an area of minimum of four square metres per person for personal space in each accommodation room. The premises in Debelt Prison Hostel/ZO Debelt have self-detached/private sanitary facilities with a bathroom and a toilet, and an area of minimum of four square metres per person. Four people deprived of freedom are accommodated in a room. Each room has one or two windows with dimensions - width 1.32 m and height 1.62 m, which can be opened. An opportunity is provided to stay outdoors for at least 2 hours a day, and there are an outdoor sports ground and an indoor fitness centre. There is constant access to fresh air. The accommodated persons are provided with a continuous sleep time of not less than 8 hours a day, which may be considered as a minimum of hours spent in a cell, to persons placed on a light, general, or strict regime.

A total of 576 persons was placed in the prison in the town of Stara Zagora, together with the units attached to the prison as of 04 February 2021 upon a total capacity of 679 based on 4 square metres. Of these, 301 persons were in the building upon a capacity of 406 based on 4 square metres; 64 persons were for in Cherna gora closed-type prison dormitory upon a capacity of 131 based on 4 square metres; 168 persons were in Stara Zagora and Vereya open-type prison dormitories upon a capacity of 175 based on 4 square metres. The premises in the prison in the town of Stara Zagora are renovated and each of them is equipped with a private bathroom and a sink, a toilet and a shower with constantly running water, and direct access is provided to daylight and the possibility of natural ventilation.
All bedrooms are furnished with standard beds, lockers, hangers, a table, and chairs. The heating is provided by the local heating, and there are cast iron radiators in the rooms. Washbasins, bathing rooms, and a room for washing and drying of personal clothes are built in each group, and the access to them is free for the time from 6.00 AM to 08.00 PM.
Outdoor stay in specially designated areas is provided to all persons every day. The prison has a renovated and modernly equipped kitchen and dining rooms, libraries, a gym, and a shop for the people deprived of freedom. Sports facilities such as street fitness equipment and a football, basketball and volleyball court are built on the outdoor stay areas.
The National Assembly of the Republic of Bulgaria adopted the amendments to the Enforcement of Punishments and Detention in Custody Act on 25 January 2017 in the spirit of European values.
