In opdracht van Amlin/ [naam bedrijf 4] heeft het Engelse forensisch onderzoeksbureau Burgoynes onderzoek gedaan naar de oorzaak van de brand.
De onderzoeker, dr. Neil Sanders, vermeldt in zijn op 29 januari 2015 uitgebrachte rapport:
“(…)
Owing to the widespread, severe burning there is no remaining physical evidence to indicate directly where the fire started.
Considering, theoretically, the scenario of an accidental fire, the yachts and houseboats were all reportedly unoccupied and they had been so for at least some days before the fire. The vessels all had electricity supplies. In these circumstances an electrical fault is the only possible accidental cause of fire. In general an electrical fault is not particularly likely in yachts and houseboats such as these when they are not being used. The severe burning damage to all of the yachts and houseboats, particularly those on the left-hand jetty which had all sunk, means that realistically no evidence remained to show an electrical cause of fire.
The evidence of the bookkeeper [naam 4] , and published video recordings of the fire, indicate that yachts and houseboats on both jetties were completely involved in fire before [naam 4] saw the fire, but at least one yacht in the middle of the left hand row was not burning so severely (see photograph 18). Also [naam 4] recalled that there was a severe fire at the concrete-hulled houseboat furthest from the land (concrete boat 2) when he first saw the fire, even though that houseboat had been separated from the aluminium-hulled yachts by an empty berth which means a spacing of 10 metres or 50 (see Figures 1 and 2).
It is not realistically possible for a fire to have spread from one yacht in the left-hand row to the others in the same row, while leaving one yacht in the middle of that row not burning.
Considering the distance between the two jetties, it is also not realistically possible for the fire to have spread upwind from the right-hand jetty to the left-hand jetty.
Also, positive evidence of deliberate ignition was found at yachts that had been at the right-hand jetty, as discussed below.
Evidence indicating the presence of hydrocarbons consistent with Common fire accelerant (petrol or similar), and containers that had likely contained Aspen 2 fuel, were found in five of the six houseboats and aluminium yachts that l saw investigated so far. Also evidence of batteries, wiring and diesel engine glow-plugs
have been found in one of the houseboats and one of the yachts so far, indicating ignition devices. It is not dear whether the ignition devices had allowed delayed ignition, such as timers or connection to a mobile phone signal, but remains of electronic circuit boards were near the glow-plugs and batteries, indicating that
electronic devices could possibly have been present.
Overall, the only realistic conclusion from the available evidence is that fires within several of the yachts and within the two houseboats were ignited deliberately.”
