3.3Als bijlage bij het aanvraagformulier is het projectplan ‘DTH Cable Landing Project, Mobile & international Telecommunications Services’ van 11 november 2007 gevoegd. Daarin is onder meer het volgende vermeld:

2. Objective & Services
The objective is to obtain requisite government authorization permitting DTH and/or its affiliates and/or partners to land on the Territory of Aruba, (…) and construct a domestic and international cable station telecommunications facility. The proposed sub-sea fiber cable system will connect Aruba to Curaçao with a direct cross-connect with the Americas Region Cable Operation System (“ARCOS-System”), owned and operated by Columbus Network in Miami Florida.
DTH through its subsidiary ComSea Communications NV (“ComSea”) will operate in Aruba as a carriers’ carrier, mainly providing wholesale transmission capacity to other licensed or unlicensed telecommunications operators such as International Operators en Internet Services. From its cable station, DTH and it’s affiliates and partners propose to provide bulk international telecommunication transport services and Internet Protocol (“IP”) access to both Aruba licensed and other authorized telecommunications service providers. The services initially proposed can be broadly defined as Internet backbone services and international and domestic telecommunications transit point-to-point leased line connective.

3. Financial Resources
The total investment for the end-to-end off-island connectivity contemplated is approximately US$ 10M, and the portion within the Island of Aruba is approximately US$ 6M. DTH and it’s partners have the financial capacity to execute its business plan and can cite the prior successful deployment of networks in the rest of the Caribbean through it’s parent company E. Oliver Capital Group and subsidiary companies EOCG Wireless.

4. Technical
(…) DTH together with it’s partners, is proposing to build-out and operate a state of the art submarine fiber optic network to land and globally interconnect Aruba to Curaçao providing seamless connectivity to the Pan-Caribbean region, Latin America and the rest of the world. (…)
5. Experience
DTH, as well as its affiliated companies and partners, including among others, EOCG Wireless Curaçao (…), have demonstrated experience n launching and operating a variety of mobile and international telecommunications networks, successfully in the Caribbean. (…)
6. Commitment
DTH has a special interest in offering in the short-term, additional and competitive broadband access and options to Aruba entities. The company fully commits to complying with applicable legal mandates set forth in the local Telecommunications Act (…).
